Politics
Politics can transform a trade rather than merely nudge a percentage. Markets can close, roads can become unavailable, purchases can be capped and specific goods can become unusually valuable.
The newspaper is the warning channel
Political developments are reported in the morning newspaper. Old Marlow may explain how to read the system, but evening messages do not introduce tomorrow's rules.
Headlines use plain language: they tell you what is going up, going down, closing or becoming limited. The Council information provides the fuller context.
Laws
A new law passes through a public cycle on separate mornings:
- Agenda — the proposal is introduced.
- Drafting — its intended rules and scope become clear.
- Debate — consequences and opposition are reported.
- Vote — the result is published.
- In force — a successful law begins to affect gameplay.
A law has no gameplay effect merely because it is being discussed. Its restrictions begin only when it reaches the in-force stage.
Repeals and replacements
Repealing a law follows its own cycle. The original law remains active until the repeal takes effect. A replacement can end one rule while establishing another; the notebook distinguishes active policy from repealed, replaced and expired policy.
Decrees
Emergency decrees do not use the full parliamentary cycle. They take effect immediately when issued and can create urgent opportunities or restrictions, including:
- Closing the current town's market
- Closing a route
- Limiting purchases of a named good
- Changing permit conditions
- Encouraging trade in another town
The relevant newspaper article names the affected town, good or route. Tutorial dialogue refers to the actual active decree rather than assuming every decree is a purchase limit.
Purchase limits
A political purchase limit is shared across local sources. Buying from the public market, a producer, a wholesaler or an auction all consume the same allowance. Moving to another building does not reset it.
Interfaces show the active rule, remaining allowance and any price change before purchase.
Overlapping rules
Several political effects can apply at once. The game combines their effects while ensuring authored demo events leave at least one usable path forward.
